Local conditions
Two very different kinds of yard
Most of Chilliwack sits on the old Fraser River floodplain. The ground is flat, the soil holds a lot of silt and clay, and the water table can sit close to the surface through winter. On these lots the usual problems are standing water, moss in the lawn and patios that settle unevenly.
Up on Promontory, the Eastern Hillsides and Chilliwack Mountain, the problem flips. Lots are cut into slopes, so the work is about holding soil back, moving runoff safely past the house and building flat space where there wasn't any.
Winter outflow winds coming down the Fraser Canyon can also be hard on exposed hedges and young trees on the east side of town, so planting choice matters more than it looks.

Questions
Chilliwack yard questions
Do I need a permit for a retaining wall?
Smaller garden walls usually don't. Taller walls, or walls holding up a driveway or building, often need an engineer's design and a permit. Check with the City of Chilliwack before you build, and ask each landscaper how they handle it.
Where can drainage water go?
Not onto a neighbour's property. Depending on your lot it may go to a rock pit, a rain garden or a city storm connection, which can need approval. A good landscaper will explain the options for your street.
Is it too wet to do work in winter?
Drainage work is often easiest to plan in winter because you can see exactly where water sits. Patios, lawns and planting usually wait until spring when the ground firms up.
Do you cover Yarrow and Rosedale?
Yes. Rural requests go to companies that are set up for acreage work and willing to travel out of town.
